The Governments of the Federative Republic of Brazil, the Russian Federation, the Republic of India, the People’s Republic of China and the Republic of South Africa, collectively the BRICS countries, have agreed on the establishment of the New Development Bank (NDB). The Bank shall operate in accordance with the provisions of the annexed Articles of Agreement, that are an integral part of this Agreement.

On 1 April 2017, during the 2nd Annual Meeting of the NDB Board of Governors (BoG) in New Delhi, India, the BoG approved Terms, Conditions and Procedures for the Admission of New Members to the New Development Bank and it was agreed that the Bank will prepare a list of targeted countries to be invited for admission to the NDB and submit the list to the BoG for approval.
