Project Context In recent years, Guiyang, the capital city of Guizhou province, has seen rapid economic growth, one of the highest among China’s provincial capitals, along with spatial expansion of its urban area. Out of its total current population of about 6 million, 20%1 still live in rural areas, and a large gap exists in the development level of different parts of Guiyang, especially with regards to basic infrastructure and public services. To have a balanced economic development, such gap will need to be bridged by improving the infrastructure that links outskirts of the city to its center areas. The Project is proposed to address this issue.
Project Objective The Project aims to improve the linkage of townships of Baihua Lake area to other parts of the city through upgrade of Xiaokang Road. The traffic time needed for their residents to reach other city areas will be significantly shortened upon completion of the Project, resulting in better integration of their economic and social activities with the rest of the city.

The Project will also i) construct a dedicated road for pedestrians and non-motorized vehicles, and ii) put in place a network of pipes to collect wastewater and reduce pollution of Baihua Lake. The non-motorized road will not only substantially enhance the road safety but also boost tourism development around the Baihua Lake Scenic Area. With the pipeline network built as part of the Project, the wastewater in the area will be carried to Jinbai Wastewater Treatment Plant for treatment, avoiding pollution of the lake.

The Project features elements of digital infrastructure. A smart traffic management system, including a real-time traffic monitoring system and a data center, will collect and process traffic data in Baihua Lake Scenic Area. It will form part of the big data platform at the city level.

Project Description The Project comprises: (i) upgrade of Xiaokang Road to Class III standard (including upgrade of 22.8 km of the existing road, and construction of 5.3 km of a new road), with lighting along 33.8 km and a smart traffic management system; (ii) construction of a non-motorized road of Class IV standard for bicycles and pedestrians along the Baihua Lake with a total length of 47.4 km, with associated parking lots, observation decks, landscaping and lighting; (iii) waste water pipeline network along the Baihua Lake and (iv) institutional capacity building for the Project implementation, including consulting services for enhanced management and operation of roads and parks, and staff training.
