Project Context | Guizhou is a landlocked province in the southwest region of China. Qianxinan is a multi-ethnic autonomous prefecture within Guizhou which is relatively under-developed. Qinglong, Zhenfeng, Ceheng, and Wangmo are four counties in Qianxinan that have been recently removed from the list of national poverty-stricken counties and are striving to consolidate the achievement of overcoming poverty. The key factors contributing to social and economic development constraints for the four counties include: (i) difficult topographic conditions as more than half of the area is mountainous, which makes for arduous and costly road construction; (ii) limited financing at the local level to support road construction and maintenance, and; (iii) low level of urbanization combined with slow secondary and tertiary industrial development. | |
